Bob presented the BIRD 107.2 draft with modifications:
- Some people had difficulty getting into April 25 Open Forum meeting where BIRD 107 was previously discussed.
- Underscores have been added in certain places for consistency
- Kumar sent email to the list presenting some issues
  - Todd: Kumar is no longer affiliated with Cadence
- "impulse matrix" appears in many places without underscores
  - This will be proposed as BIRD 108

Walter presented "ICM vs EMD" by comparing a simplified 9 pin IC package in both formats:
- The EMD format is less verbose
  - John: This does not matter as much when programs write and read them.
- If coupled wires are unequal length, they have to be broken into bands.
- [Port Names] has been added to EMD for convenience.
  - Example: port 1 = D.1, port 10 = B.1
- In this 18-port example, a sparse S-parameter matrix has 27 entries out of 324 for the full matrix.
  - Reduction is even more dramatic as pin count increases.
- Bob: May be some danger with sparse matrix format:
  - Walter: Maybe the parameter should not be "TouchstoneFile"
  - John: Will this delay Touchstone 2, or become part of Touchstone 3?
  - Walter: A sparse S-param format would be part of an ICM or EMD layer above the Touchstone file.
- Walter: Customers are more interested in delay than coupling, and may have a mix of RLGC and S-param data.
  - John: ICM is unable to mix and match W and S elements.
